Looks like plasticard I beams were used for the Tank Traps, if that's not it, you could easily do so.
Well, to actually answer the questions:
There seemed to be a lack of cover on that corner of the building. I've been thinking Dark Eldar recently, so yea, skimmers!
I purchased the tank traps from Galaxy Books and Comics - they were pretty cheap and fairly nifty, but Homer is right - I plan to make my own using plasticard.
